A crater on our moon is full of buildings well adapted to its environment and shape of the crater.
A crater is born when a meteorite crashes. After the crash there is silence, millions of years. No erosion. There are no volcanic eruptions. But there are buildings in a place where time ago hit a comet with such force the surface of the moon that was spraying everything and left a crater. 
Today again filled with something, that in theory cannot be there.
